Habitual Truancy
Chapter 232.19 of the Florida Statutes outlines the procedures and penalties for a child found to be a habitual truant. A child is considered to be a habitual truant if she accumulates 15 unexcused absences within a 90-calendar-day period. The school superintendent is authorized to initiate court proceedings against the truant child and the parents or legal guardians by filing a petition of truancy.
It seems to me TM has been given a free ride on his documented criminal activities and bad behavior. What were his consequences?? On his last suspension... it didn't appear he was grounded...got to go galavanting with his cousin (maybe movies, maybe not), no loss of TV or phone, Tracy handed over approx $100.00 overnight spending money. Doesn't sound like he suffered any consequences. Maybe he figured the same would happen if he beat up GZ, no consequences, no big deal...

Yep, this whole fiasco is due to people not taking responsibility for their actions. In the Martin parent's case, they did not make their son face the consequences of his very bad behavior. At his age, school is all they are required to do. When they can't do that, there is a big problem. Sybrina is educated enough to know this, yet she couldn't or didn't want to use her parental brakes. The father did even worse.
Just as the GZ haters love to keep repeating that idiocy of "he should have stayed in his truck" - we can go back with both people involved in this tragedy and it doesn't solve anything. Mistakes were made with the 2 involved that night and the TM supporters refuse to face it.
