I have been thinking about how I would solve/police slow over-rate... If I ruled the world

Firstly I would make it the FIELDING SIDE'S problem. Often one side will point to other side being part of the problem.. and NOBODY is held accountable. Stuff that!!
Umpires should prevent batsmen from shagging about asking for drinks and new gloves.. else they better do it real fast without delaying change of ends between overs.
At end of normal days play (would have been 5:30 today and NOT 6:15)... simply STOP PLAY and CREDIT batting side with extra runs for each over not bowled (and of course they lose no wickets in getting those runs). No extra time (unless there is compelling reason... eg a player injured during play using up time etc. In which case the extra half hour (or more) could be used to make up for that.
It MOST cases where it is simply SLOW over rate... for each over not bowled...simply credit the batting side with DOUBLE the team's current run rate worth of extra runs. I just invented a new "Extra" for cricket scorers.. the TE (Time extra). If problem persists next day.. make it 3x current RR gift runs for overs not bowled.. etc.

ETAIn a case like today where there is a change of innings.. the overs short should be calculated at the change of innings. The extras could still be added at STUMPS based on the second side's run rate.
I think the slow over rate today was mainly down to Australia. They were already behind by 5 overs at lunch time, and bowled most of next session no doubt at similar ORate (behind another 4 or 5 overs) ...and at the end of "normal time" the deficit was 11 runs.
If BOTH sides concede some TE runs... so-be-it
