The 39 Chinese migrants found dead in Essex had been dead for at least 12 hours before they reached the UK, it has been claimed.
The mayor of Zeebrugge, where the migrants were shipped from in a refrigeration container, insists they were dead before they arrived at the Belgian port town.
Temperatures inside the container could have been as low as -25C.
The trailer arrived at Purfleet from Zeebrugge in Belgium at around 12.30am on Wednesday after a ten-hour ferry ride.
Vehicles must arrive at the Belgian port one and a half hours before the boat leaves.
The lorry's front section arrived from Northern Ireland via Holyhead, Wales on Sunday.
The Mayor of Zeebrugge Dirk De Fauw said: "It proves once again how the human traffickers work.
"The trailer is hermetically sealed. No heat is allowed in to keep the products at the same temperature.
"If you end up in such a box with 39 people, you're going to die."
Joachim Coens, chief executive of Zeebrugge port, said it was unlikely people were loaded into the container at the Belgian port.
He told Flemish TV channel VRT: "A refrigerated container in the port zone is completely sealed. During the check, the seal is examined, as is the licence plate.
"The vehicle is checked by cameras."
The lorry and trailer left Purfleet shortly after 1.05am and officers were called around 30 minutes later after ambulance staff made the discovery at Waterglade Industrial Park in Grays, Essex.
The lorry driver Mo Robinson is reported to have passed out when he opened the doors to fetch some paperwork and discovered the bodies, a horrified witness told the Evening Standard.
He remains in police custody having been arrested on suspicion of murder.
